1977 marked 20 years of service to the artistic and scholarly communities of Canada delivered by The Canada Council. Coinciding with this, the Government of Canada transitioned its Humanities and Social Sciences divisions into one separate council devoted exclusively to the arts.
As a response to this pivotal moment in time, the council released this discussion paper (not a policy statement) with the aim of raising questions about the future role of the Council in the arts in Canada as well as helping to shape policy by contributing comments through public discussion.
The design of this booklet implements a deliberately sensitive and economical production process, printed in green ink throughout, except for the full flood of yellow to the outer cover page’s backgrounds. Whilst the cover uses a heavyweight coated stock, the text pages unusually utilize newsprint, further embodying the short term connection to a document where the outcomes will likely evolve and are yet to be determined. The cover design depicts a numeral 5. The lower base level created on a draughting grid (5 cells in thickness) with a 3 dimensional extrusion hinting at the solidifying of ideas as they come to fruition to become permanent.
